Chief Financial Officer




Responsible for: financial activities, including fiscal services, revenue services, program audits and reimbursement, contract administration, and capital planning; represents the department's interests at the local, state, and federal levels regarding health care funding, revenue reimbursement, and financial compliance; provides technical and policy advice to the Chief Financial Officer-HCA regarding financial, contracting, and capital planning issues having a significant impact upon the Clinic’s operations; is responsible for the work of subordinate managers; has direct supervision of the Centralized business office collaborates with the other financial managers/officers in support of the overall fiscal strategic goals within the management team.




EXAMPLES OF DUTIES:
  • Duties may include but are not limited to the following:
  • Oversees the administration of all aspects of our FQHC’s fiscal and financial operations, including supervision of various fiscal division heads
  • Oversees the development and implementation of short- and long-range fiscal strategic planning initiatives to ensure that current and future financial needs are clearly identified and addressed.
  • Recommends operating policies and procedures to meet financial goals and objectives.
  • Oversees the development, implementation, and evaluation of objectives, policies, procedures, and operations for all assigned fiscal areas to ensure maximum revenue reimbursement, utilization, and compliance with applicable local, state, and federal regulations and County and agency guidelines.
  • Provides direction to resolve the most difficult and complex health care financial issues having a significant impact upon departmental operations.
  • Oversees the preparation of annual operating and capital budgets, budget implementation, and management of the budgeting system.
  • Directs the preparation of financial reports as needed for executive staff.
  • Ensures and directs that internal control policies and procedures are implemented and establishes action plans for policy changes.
  • Participates with other members of the executive management team in assisting the Director-HCA with the development of current and long-range objectives, plans, and policies and overall management of the FQHC.
  • Attends meetings of the Board of Supervisors and its committees as assigned.
  • Participates in performance and quality improvement efforts.
  • Represents the FQHC’s interests at the local, state, and federal levels for all health care financial matters.
  • Represents the Chief Financial Officer-HCA as directed and may act on his/her behalf as required.
  • Performs related duties as assigned.




QUALIFICATION GUIDELINES:

Knowledge, Skills, and Abilities:

Extensive knowledge of:

Generally Accepted Accounting Principles (GAAP), practices and standards; fiscal monitoring and control mechanisms; budgeting methods and techniques; fundamentals of how health care service agencies are organized and administered; federal and state laws and regulations governing public health care delivery organizations; financial management; senior administrative experience directly related to operating financial programs and services of a public or private health maintenance organization.

Comprehensive ability to: effectively manage and supervise the overall financial operations of a large public health care organization; manage, supervise, and evaluate the activities of the assigned areas of responsibility; establish and maintain effective working relationships with public officials, legislative bodies, and public and private organizations; coordinate the development and implementation of fiscal policies that will adapt to internal and external policy changes or legal mandates; exercise strong leadership skills to direct subordinate administrators managing a comprehensive spectrum of financial functions; exercise independent analysis and judgment and a high degree of adaptability to develop innovative approaches for resolving complex health care financial issues; provide financial advice to executive management including making and/or negotiating fiscal- and revenue-related decisions for budgetary and strategic planning for the FQHC.

Comprehensive skill in: oral and written communication; including overseeing the preparation of complex reports; experience in making presentations before various audiences; utilization of Microsoft Excel, Word, and other related financial software




RECRUITING STANDARDS:

Education/Experience:

Extensive education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities.

The required knowledge, skills, and abilities can also be obtained by a Bachelor's degree from an accredited college or university in accounting, finance, business administration, or a related field AND 5 – 7 years of progressively responsible management experience in a large health care organization overseeing work including budget development and analysis, fiscal forecasting, financial and workload monitoring, cost accounting, reimbursement, health care funding programs, and/or fiscal systems.

Extensive management experience in Federally Qualified Health Center (FQHC) leadership for a very large health care organization and/or a Master's degree in accounting, finance, business administration, health care services administration, or a related field is highly desirable.




OTHER REQUIREMENTS:

Special Requirements:

Work is primarily performed in an office environment, but the incumbent will be required to meet with various departments/agencies, business and community groups, the public, and outside vendors. Some travel, primarily within the state, is also required.

Must possess or have the ability to obtain a valid California driver's license.
