JOB SUMMARY:
The Chief Financial Officer is a member of the AHS Executive Leadership team and provides development and oversight for the overall financial administration of the organization in accordance The Chief Financial Officer is responsible for developing and maintaining applicable accounting and billing policies and practices for AHS and its staff. The Chief Financial Officer also actively participates in the strategic and tactical planning process related to budget management, cost-benefit analyses, forecasting, and securing of new funding. The Chief Financial Officer studies and interprets trends projects financial needs, and recommends courses of action. The Chief Financial Officer is accountable for the effectiveness of internal controls, budgets, financial management reports, accounting payroll, and purchasing.
ESSENTIAL JOB FUNCTIONS:
1. Plans, implements and evaluates the organization's fiscal function and performance, including but not limited to: general accounting, data processing, purchasing, accounts payable, payroll, and accounts receivable by organizational policies and procedures and regulatory policies.
2. Develops and is responsible for an accounting system that provides a timely and accurate budget for the organization including for new and on-going grants, and a system that ensures accurate financial reports and trend analysis.
3. Develops financial and tax strategies and performance measures that support the company's strategic direction.
4. Responsible for the development and execution of Federally Qualified Health Center (FQHC) rate-setting strategies, annual cost reports, and reconciliations.
5. Provides strategic financial input and leadership on decision-making issues affecting the organization, i.e., evaluation of potential alliances, the financial impact of contracts, pension funds, and investments.
6. Ensures that the organization complies with all legal and regulatory requirements.
7. Develop and maintain internal controls to safeguard the organization's assets.
8. Participates in regular meetings of the AHS Board of Directors and provides appropriate Board required financial reports and analyses.
9. Serves as a resource to the Board Treasurer, audit pension, and financial committees as appropriate.
10. Develops, implements, and enforces policies and procedures of the organization to improve the overall operation and effectiveness.
11. Optimizes the handling of bank and deposit relationships and initiates appropriate strategies to enhance cash position.
12. Works with external auditors as needed.
13. Other related duties as requested by the Chief Executive Officer.
SUPERVISORY RESPONSIBILITIES:
1. Direct supervision of a department involving responsibility for results in terms of costs, methods, and personnel.
2. Conducts supervisory/managerial responsibilities by the organization's policies and applicable laws including interviewing and hiring of employees; planning, assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
3. Provides supervision, guidance, and training to the staff in Accounting, Billing, purchasing, payroll, and other appropriate staff; and ensures seamless integration of such functions throughout the agency.
GENERAL AGENCY/AHS DUTIES:
1. Fosters an environment that promotes trust and cooperation among clients and staff.
2. Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented.
3. Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days, and other events.
4. Participates in general membership meetings, fundraisers, and other public events, as required.
5. Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.
6. Attends AHS staff retreats and Board of Directors meetings, as required.
7. Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency.
MINIMUM QUALIFICATIONS:
1. Bachelor’s degree in finance, accounting or related field
2. Minimum of 10 years of progressively responsible experience in financial management and supervision of staff with a minimum of three years in the healthcare environment.
3. Any combination of education and experience.
PREFERRED QUALIFICATIONS:
1. Master’s Degree in Finance, Accounting, or related field.
2. Federally Qualified Health Center specific experience.
