Job Description


Basic Function:

Responsible for managing the Medical Services Department, assuring the delivery of quality, comprehensive healthcare services, and maintaining the integrity of all Health Center programs and projects. To also provide comprehensive primary care services for patients who receive health care. Ensures service standards are delivered in an effective quality manner to include the following:

Intradepartmental Relationships

Department Officer: Chief Executive Officer

Reports to: Chief Executive Officer

Supervises: All Medical Services Staff




Primary Responsibilities
  • Responsible for the clinical components of comprehensive health care services.
  • Responsible for credentialing and privileging of all health care providers employed by the agency.
  • Provides leadership and direction to the Medical Services Department staff at all locations. In conjunction with the Chief Operations Officer, supervises the performance of the Administrative Assistant/Medical & Clinical Services, and in conjunction with the Associate Medical Directors, oversees all Physicians and Mid-Level Providers.
  • Develops and/or implements strategies and systems that align and support medical services department with mission, vision, values and strategic objectives of the company. Communicates organizational objectives with Medical Services department to ensure such alignment.
  • Responsible for ensuring medical services department productivity goals are met and works collaboratively with supporting departments contributing to this success.
  • Collaborates with external partners to develop programs and initiatives that align with mission and expands clinical offerings.
  • Works with Associate Medical Directors to address patient complaints, review clinical policies and process and oversees vaccine program.
  • Responsible, in conjunction with other Department Heads, for the clinical activities within all contracts and funded programs, especially Annual 330 grant activity.
  • Assists and participates with the Chief Operations Officer with the Health Center’s Quality Assurance Program, OSHA guidelines and clinical staff team meetings.
  • Assures compliance with annual staff performance evaluations and job description reviews for Medical Services Department staff which are under his/her supervision. See responsibility #3.
  • Works with Operations team, including Operations Director and Chief Operations Officer to develop scheduling policies and protocols.
  • Assumes responsibility for the professional development of the medical services staff. Recruitment of new providers and retention of existing providers is a large component of staff development. Ongoing PEER review activities in conjunction with the Associate Medical Directors.
  • Participates with other department Chiefs and directors in short and/or long-term planning activities as well as in policy development/recommendations. policy recommendations.
  • Participates in rotating call responsibilities with the Chief Executive Officer and other heads of departments.
  • Responsible for Health Care Plan development and implementation in conjunction with the Chief Operations Officer and Chief Financial Officer.
  • Regularly collaborates with Finance department regarding patient care charges and coding to maintain compliance with the most current information.
  • Responsible for conducting annual staff in-service training on OSHA and Emergency Management Protocol requirements.
  • Participates in on-site audits/reviews by external agencies such as Bureau of Primary Care, Joint Commission evaluations, and facilitates staff preparedness for such audits/reviews. Is the clinical champion for the PCMH certification for NCQA purposes.
  • Coordinates and oversees teaching and/or research opportunities.
  • Responsible for the Managed Care contract coordination, application completion and facilitation of outstanding contracting issues.
  • Responsible for Risk Management Plan, implementation, and updates per guidance from FTCA and HRSA. When notified of an FTCA claim, responds as outlined in FCHC’s FTCA Claims Management Policy.
  • Participates in a leadership development training course annually.




Provider Responsibilities
  • Provides comprehensive primary medical care including examination, diagnosis, treatment, patient counseling, referral and medical follow-up, including lab result and diagnostic test interpretation.
  • Provides consultation to midlevels, including Physician Assistants, Nurse Practitioners and Nurse Midwives.
  • Provides telephone consultation to patients and families as necessary.
  • Maintains appropriate polices, protocols, records, reports and statistical data relevant to services provided.
  • Contributes to the quality and maintenance of on-site clinical support services such as laboratory, pharmacy, emergency kit, specialty referrals; as well as for the arrangements pertaining to outside clinical support services such as x-ray, pharmacy and specialty referrals.
  • Consults with staff members regarding the comprehensive health care needs of individual clients.
  • Participates in Health Center’s system of after-hours coverage including week night, weekend call and/or hospital in-patient rounds.
  • Plans and implements Health Center programs and projects in cooperation with identified staff members.
  • Participates in the development of in-service programs related to medical issues and other pertinent patient Health Care Management issues.
  • Accepts assignments and responsibilities regarding time schedules for patient care, committee work, quality assurance and other areas related to special competence.
  • ​Obtains hospital admitting privileges for care of hospitalized patients or utilizes services hospitalist or residency in-patient services.
  • Participates in peer review process.
  • Precepts medical students, medical residents, nurse practitioner students and physician assistant students.




Periodic Duties
  • Contributes to Health Center community health activities outside of regular job responsibilities.
  • Participates in Health Center staff problem solving groups.
  • Attends monthly Board Meetings and/or as requested and facilitates/participates in department meetings, etc.
  • Performs other duties as assigned.




Working Relationships

Inside Health Center: All inclusive; collaboration with CEO, CFO, CDO, COO, CPO, CBHSO, Associate Medical Directors, Associate Dental Directors, Human Resource Director, and all direct reports.

Outside Health Center: Patients/Clients, students, vendors, community health agencies, grant agencies, funding agencies, professional colleagues, professional organizations and education institutions, managed care plans, hospital committees especially physician/hospital collaboration groups, City, State and Federal agencies, etc.




Qualifications
  • Doctor of Medicine or Doctor of Osteopathy required.
  • License to practice medicine in the State of Missouri and be in good standing required.
  • Drug licensed including DEA and BNDD numbers required.
  • Medicare and Medicaid provider enrollment numbers including Medicare UPIN number.
  • Board Eligible or Board-Certified status preferred.
  • Completion of residency training program in primary care specialty preferred.
  • Work experience or strong desire to work in urban community health setting preferred.
