POSITION TITLE: Chief Operations Officer
SUPERVISOR: Chief Executive Officer
DEPARTMENT: Administration
STATUS: Exempt
JOB SUMMARY
Responsible for the daily operations of the clinic. Ensures delivery of quality services in a timely, cost effective manner. Serves as the lead person in the implementation and monitoring of clinical procedures and policies. Serves on clinic’s Quality Improvement and Risk Management Program Committee (QI/RM) to help plan, coordinate, and monitor clinic activities to ensure employee and patient safety. Â
DUTIES AND RESPONSIBILITIES
- Procures and supports operations for the center
(a) Responsible for program operations of the clinic
(b) Monitors day-to-day activities performed by the health care staff as they provide quality health care services to patients
(c) Recruits, interviews, and assists in hiring qualified staff to support center operations
(d) Develops and monitors the schedules of clinic employees
(e) Assists in investigating problems and adverse incidents and in determining appropriate action and follow up
(A) Responsible for ensuring proper documentation of all incidents
(f) Reviews and updates, as necessary, all clinic protocols and standards of care in accordance with the clinic's policies and guidelines
(g) Recommends clinical objective and provides input to Leadership on areas of patient care
2. Provides direction regarding operations at the center
(a) Serves on center committees as assigned
(b) Designs, develops, and implements appropriate operational policies, protocols, and procedures which are in compliance with the most current accepted industry standards.
(c) Participates in short and long term program planning for the registration department and the entity, including development of goals and objectives
(d) Provides consultation to the Executive Director and the Board of Directors regarding the center's operations.
(e) Travels when necessary to fulfill the entity's needs and attends meetings as necessary to represent the center
(f) Participates in the preparation of grant applications for the center
(g) Assumes responsibility/accountability for delegating, directing, and supervising registration and janitorial activities. Trains, mentors,and supervises registration and janitorial staff. Supervises, advises, counsels, disiplines, and evaluates all registration and janitorial staff in conjunction with the Executive Director
(h) Participates in the analysis of how operationally the center can address community health problems and assists in the development of the community health care plan
(i) Participates in Compliance and Performance Improvement activities for continuous quality improvement and risk management purposes
(j) Serves as a resource and positive, proactive leader for the department

4. Performs all other related duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES
Required
- Ability to read, write, understand medical terminology
- Knowledge of public health principles and practice, primarily health data privacy and security standards
- Ability to effectively present information in small group situations to patients, Center staff, and the general public
- Excellent interpersonal and written communication skills
Preferred
- Knowledge of sterile techniques and universal precautions
- Bilingual in English and Spanish is preferred but not required
CREDENTIALS AND EXPERIENCE
Required
- Bachelor’s degree or equivalent (Business related field)
- Customer service experience
Preferred
- Administrative, management, and budget development experience
- Experience in health care administration
SPECIAL REQUIREMENTS
The employee must be able to lift and/or move more than 50 pounds. Requires full range of body motion including handling and lifting patients, manual and finger dexterity and eye/hand coordination. Requires sitting, standing and walking for extensive periods of time. Requires working under stressful conditions or working irregular hours. This position does not require frequent exposure to communicable diseases, body fluids, toxic substances, medicinal preparations and other conditions common to a clinic environment. The employee frequently is required to reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to work with a moderate noise level in the work environment is required.
