TITLE: Chief Operations Officer
DEPARTMENT: Administration
REPORTS TO: Executive Director
DIRECT REPORTS: Deputy Operations Officer, Nursing Director, Dental Director, Medical Director, Behavioral Health Director, Director of Revenue Cycle, Financial Manager, and Executive Assistants
FSLA STATUS: Exempt
JOB SUMMARY
The Chief Operating Officer is responsible for the oversight of business development, strategic management, regulatory compliance, and successful operations of the organization. Provides direct oversight of organizational development, to ensure effective services are administered and provided to target populations and the surrounding community. Solicits and reinforces constructive and professional relationships with community stakeholders for the provision of quality health care services.
QUALIFICATIONS
- Master’s degree in Business Administration, Health Care Administration, Nursing, or related healthcare field.
- Five (5) years in a healthcare leadership role
- Five (5) years of appropriate mix of clinical and business experience
- Recommended Federally Qualified Health Center (FQHC) or primary care practice management experience
- Recommended experience with federal grant reporting and compliance
- Strong clinical and business acumen with the ability to analyze data for decision-making
- Strong background in medical billing processes and knowledge of laws/regulations related to Medicare, Medicaid, and commercial insurance
- Strong delegation skills
- Excellent written and verbal communication skills
- Customer Service Oriented
- Strong problem-solving and conflict resolution skills
- Experience with accounting and electronic health record software
- Ability for spur of the moment transportation without relying on organization vehicles
- Must be willing and able to work evening and weekend hours if necessary
- Must be in compliance with Company Immunizations policy.
- Must be in compliance with ICS training requirements

ESSENTIAL JOB FUNCTIONS
Traditional Duties
- Provides leadership and participates in strategy development of short-term and long-term planning, as well as practice development
- Provides direct supervision of all practice sites.
- Plans, organizes, directs, and monitors all operational and clinical activities.
- Works directly with dental, medical, and counseling providers and staff to ensure effective and efficient operations
- Supports patient safety activities within clinical areas and participates in leadership patient safety rounds
- Provides verbal and written reports on a regular basis to the Executive Director regarding overall activities, performance, and goals
- Ensures resources are used in ways that will maximize the delivery of services within available resources
- Ensures the appropriate amount and type of staffing of practitioners and ancillary staff to meet the planned and budgeted goals and ensures a competent and productive labor force HR May 2024
- Maintains quality patient care and service by planning and developing programs to ensure compliance with established mandated policies and procedures, including HRSA requirements, TJC, licensing and accreditation programs
- Maintains mutually cooperative relationships and promotes positive interactions with government agencies and community groups
- Identifies new practice opportunities and other clinical activities that support the mission and success of the company
- Develops and participates in patient satisfaction, access, and safety initiatives
- Serves as part of the company executive management team, serving as a resource to help reduce costs and improve access to care
- Leads and supports key committees pertaining to service areas, clinical practice, and business issues
- Assists in the development of new business and marketing strategies to enhance company patient base and improve overall performance
- Assures that business practices are consistent with the overall practices of the the company
Supervisory Skills

- Coordinates with other departments and/or community partners as needed
