Job Summary

The Chief of Pharmacy is an executive position responsible for comprehensive strategic and operational pharmacy services leadership for DAP Health. They are expected to lead the transformation of pharmacy services across all divisions within DAP Health, bridging leadership in delivering pharmaceutical strategies system-wide. They will ensure the delivery of safe, effective, high-value and accountable pharmaceutical services across the continuum to ensure high-performance affordability, patient experience and health outcomes for those served. This individual will function as a member of the DAP’s executive leadership team.

Supervisory Responsibilities

·        Review weekly timesheets for accuracy, review employee submissions and updates as needed; approve timesheets by required timeline

·        Conduct one-on-one meetings (monthly at a minimum frequency, preferably bi-weekly), scheduled conversations, and annual performance reviews with direct reports by required timeline

·        Attend mandatory Manager’s Learning Collaborative trainings.

·        Partner with People Operations to:

o  Develop a learning plan for employee development goals to provide tools needed to excel in their position

o  Implement and follow a process to address performance issues as they arise

o  Prepare a comprehensive onboarding process for each specific position for all new hires

o  Address serious issues that may require interventions or investigations

·        Develop and monitor departmental and program/project operating budgets, costs and schedules

·        Supervise, lead, coach, and use best management practices to improve staff performance

·        Support and model the identified vision, values, and behaviors of the organization

·        Ensuring adherence to company policies, procedures, and safety regulations; handling disciplinary actions

Essential Duties/Responsibilities

Key Responsibilities

·        The Chief of Pharmacy will build effective working relationships system-wide with pharmacy and operational leaders across the full continuum of care, in order to achieve pharmacy strategic objectives.

·        Accountable for financial sustainability, regulatory compliance, operational efficiency, and clinical and quality program oversight.

·        Through a well-defined pharmacy management structure and operating governance framework, accountable for executing strategies and tactics for pharmacy services for DAP’s clinics, mobile units, telehealth programs, pharmacies, and contract pharmacies.

·        Build and maintain strong, positive relationships with clinical, operations, and financial leadership.

·        Maintain high employee morale and positive relationships with employees in a manner that results in high employee satisfaction and excellence in patient care delivery

·        Support and develop management staff to build a high-performing and productive management team

·        Through the Pharmacy Compiance Committee, develop and maintain a high performing program

·        Partners with the Pharmacy Operations Director, Pharmacy Administration Director, pharmacist(s) in charge, Chief Technology Officer, Chief Executives, and other key stakeholders to ensure that appropriate decision channels are pursued in implementing technology.

·        System oversight for efficient pharmacy supply chain practices within DAP Health such that economies of scale and operational efficiencies are maximized

·        Responsible for oversight and management of all contracts with pharmacy suppliers and manufacturers, ensuring DSCSA compliance, as well as all requirements associated with 340B

·        Deliver strategic expertise in medication management to advance quality initiatives and drive improvement in HEDIS performance outcomes

·        Champion and cultivate a culture of patient and staff safety to strengthen medication safety programs across the system

·        Participates on system-level committees addressing medication safety priorities, and advocates for public policy that will improve overall population health, through actively engaging with stakeholders and regional and national organizations

·        Maintains close relations with various pharmacy leaders and community stakeholders

·        Participates at the executive level in long-range strategic planning activities for the organization, and, when appropriate, provides executive leadership across a broad range of services

·        Advocates for the advancement of state and federal legislation that will advance DAP’s [DM1] strategic goals in relation to its pharmacy program

Pharmacy workforce development oversight

·        Assist leadership in the establishment and maintenance of safe, supportive, and healthy work environments in which to practice pharmacy throughout the system

·        Develops and implements key strategies for hiring and retaining a highly talented and diverse pharmacy workforce ensuring robust career opportunities for pharmacy staff

·        Together with HR, develop a workforce pipeline strategy to ensure a skilled supply of pharmacists, pharm Ds and pharmacy technicians into the future

·        Establish and maintain retention strategies for high-performing employees, supporting individual and team growth and development

·        Collaborate with finance and executive leadership to ensure the sustainability and growth of pharmaceutical services

·        Participate in health plan initiatives, promoting opportunities for pharmacist involvement with population management

·        Assist DAP leadership in understanding compliance with all professional, regulatory, and legal standards in the development of organizational policy

·        Perform other duties as assigned

Education and Experience

·        Education: Doctor of Pharmacy (PharmD) required; advanced degrees (MBA, MHA, MPH, or related field) strongly preferred, but the individual must demonstrate equivalent financial and operational competency through experience.

·        Licensure: Active pharmacist license in at least one California with eligibility for multi-state licensure

·        Experience:

o       Minimum 10 years of progressive pharmacy leadership, including 5+ years in multi-site or executive-level management

o       5+ years covered entity experience in an FQHC or Hospital

o       Proven experience overseeing both retail and extensive and multi service level 340B pharmacy operations

o       Documented formal training in 340B drug pricing program

o       Demonstrated success in driving operational excellence, compliance, and financial growth

o       Experience in HIV care

Working Conditions/Physical Requirements

·        This position requires on-site and hybrid work with travel throughout San Diego and Riverside counties

·        Requires current and valid driver’s license and current personal auto insurance  

·        This job typically operates in an office and pharmacy setting and requires frequent durations of sitting, standing, repetitive motion and talking

·        Ability to lift up to 24 pounds
