Position Summary


The Director of Finance and Operations is responsible for managing the financial operations for the FQHC (FPCN) Division of RHD, including budget preparation, forecasting, and financial reporting. The Director is responsible for the monitoring and implementation of internal controls to ensure the functional areas are operating in accordance with established corporate guidelines, policies, and procedures and government, payer, and legal requirements. The Director is a key stakeholder in analyzing prospective business development, assessing financial risks and outcomes.   The DFO ensures full compliance with all Federal, State and Local legislation relative to finance and billing functions of FQHC service delivery and GAAP reporting.

 

Essential Duties and Functions

1.        Develop processes to drive operational efficiencies, provide the analytics to identify potential trends, risks and opportunities for improvements making recommendations on areas where we can improve financial and operational performance. 

2.       Responsible for annual program and division budgets, monthly projections and other program performance metrics. Analyzes actual results against expected performance and addresses areas for improvement. 

3.       Oversees the financial operations of the division, as defined. 

4.       Collaborates with corporate departments such as Payroll, Accounts Payable, Accounting and Audit, Compliance, Accounts Receivable and Budget and works closely with the division management team to ensure programs are in compliance with corporate guidelines, policies and procedures, while creating and maintaining effective relationships across groups and functions. 

5.       Supports program leaders with fiscal expertise and analyses to achieve fiscal and programmatic outcomes consistent with division and program goals. 

6.       Establishes and maintains relationships with funders and participates in contract negotiations. 

7.       Provides values-based supervision and development opportunities to a team of professionals to support program and division operations.

 

Essential Duties Addendum – FQHC

Revenue Cycle Management

1.        Management, oversight and support of FPCNs Revenue Cycle Director and Team

2.       Oversight and support of all systems, processes and reporting to ensure accurate data and compliance with all HRSA regulations, payers and contracts

3.       Tracks and monitors key revenue cycle performance indicators, reports key findings to leadership and stakeholders within the division and organization

4.       Monitors and reports on accounts receivable to FPCN Executive Director, RHD Chief Financial Officer, RHD senior Director of Revenue and other leadership

5.       Partners with division and organization leadership to support payer relationships

6.       Oversees the accounts receivable subledger interface to the general ledger, including payer, service and transaction mapping

7.       Partners with organization and division leadership to assess and implement technology to enhance revenue cycle management

8.      Partners with FPCNs Director of IT to manage vendor relationships related to revenue cycle management

 

 

 

Other Responsibilities

1.        Member of the Division Executive Team participating in the development, execution and support of the vision and strategy of FPCN

2.       Develops financial plan and financial modeling that supports the FPCN strategy, goals and initiatives

3.       Leads Continuous Quality Improvement (CQI) initiatives, analysis and reporting related to the fiscal operations of FPCN.

4.       Coordinates all internal and external audit activities, in partnership with the RHD Accounting Department.

5.       Leads and coordinates the preparation of all required accounting and reporting (examples: Medicare Cost Report, UDS, profitability of services and sites, HRSA, grants, 340b)

6.       Presents financial information and financial updates to the RHD Board Health Center Sub-Committee

7.       Monitors FQHC cash flows related to all revenue sources and creates and monitors cash flow statements for the FQHC

8.      Partners with FQHC leadership to provide vision, direction and operational integrity for the Finance/Revenue Cycle technology

 

Qualifications

·         Minimum qualifications include a Bachelor’s degree in Accounting or Finance  

·         CPA preferred

·         7-10 years of relevant experience in Finance, Operations, Business Management or related fields, including 5 years of supervisory experience. 

·         Five or more years of related work experience in a FQHC (preferred) or healthcare organization.

·         Experience in leading an organization in Accounting, Revenue Cycle and Financial Management functions

She has also effectively recruited for Providence and Kaiser in the Portland Area for Acute Care & Skilled Nursing Communities RN’s and RN’s throughout Oregon before making the transition to UHC.
