Position Summary
The Chief Financial Officer (CFO) will serve as a strategic leader and advisor to the CEO and Board of Directors, responsible for the overall financial health of the organization. In addition to ensuring accurate and timely reporting, strong internal controls, and compliance with regulatory requirements, the CFO will play a critical role in advancing value-based care initiatives and in identifying and scaling service line growth opportunities. This leader will guide efforts to optimize reimbursement, improve financial sustainability across programs, and support innovation in care delivery and access. The CFO must bring a forward-thinking, partnership-oriented approach to budget planning, forecasting, and investment strategies, ensuring alignment with the organization’s mission and long-term strategy.
Reportability
This position will report directly to the Chief Executive Officer.
This position oversees the Accounting and Finance Department, provides strategic leadership over the organization’s third-party revenue cycle partner, and is responsible for building a centralized purchasing and contracting function. The CFO will work closely with the Grants team—housed within the Development Department—to ensure financial alignment and compliance. Organizational structure and vendor models may evolve over time based on strategic priorities and performance.

Essential Duties and Responsibilities

- Act as a strategic financial advisor to the CEO, Board of Directors, and Finance Committee.
- Oversee long-term budgetary planning and cost management in alignment with the strategic plan, especially as the organization explores new service lines, partnerships, and potential acquisitions.
- Serve as a financial lead in partnerships and collaboratives with other FQHCs or aligned organizations, including shared services, risk-sharing arrangements, CIN participation, or group purchasing agreements.
- Represent the organization in strategic financial discussions within alliances such as clinically integrated networks, behavioral health collaboratives, or Medicaid reform partnerships.
- Evaluate and structure joint initiatives with peer FQHCs that can expand service capacity, reduce costs, or improve value-based payment readiness.
- Lead financial evaluation and scenario modeling to support strategic growth.
- Develop and execute financial analysis of new service opportunities, joint ventures, and innovative care delivery models.
- Provide strategic and operational oversight of pharmacy-related services and the 340B program, ensuring compliance and financial performance that supports access and sustainability.
- Represent the organization to financial institutions, investors, foundation executives, public officials, and external partners with transparency and integrity.
- Regular oversight of cash management, AR, billing, grants, purchasing, cost reports, and investments.
- Champion improvements to reimbursement strategies across Medicaid, Medicare, commercial, and alternative payment models to enhance organizational sustainability.
- Ensure preparation of annual financial audits and all compliance-related financial filings.
- Ensure timely and accurate financial reporting to internal stakeholders to support data-driven decision-making across departments.
- Oversee investment strategies and maintain banking, insurance, and treasury relationships aligned with the organization's long-term financial goals.
- Design and implement accounting policies and systems to support operational efficiency, internal controls, and transparency.
- Provide leadership to the Finance Department, fostering a culture of accountability, continuous improvement, and alignment with mission-driven outcomes.
- Collaborate cross-functionally to ensure financial practices and planning are integrated with programmatic and clinical operations.
- Select and leverage financial technology, data analytics, and dashboard tools to inform decision-making and improve transparency across departments.
- Partner with the Development team to align grant and philanthropic funding strategies with the organization’s financial sustainability and capital investment priorities.
- Partner with HR, executive leadership, and union stakeholders to ensure workforce investment strategies are financially sustainable and aligned with collective bargaining agreements.
- Ensure all financial strategies are aligned with the organization’s mission to advance health equity and expand access for underserved communities.
Qualifications

Knowledge, Skills, and Abilities
- Master’s degree in Business Administration, Finance, Accounting, or a related field required.
- Certified Public Accountant (CPA) strongly preferred.
- Minimum of 10 years of progressive financial leadership experience, with at least 5 years in a healthcare organization—preferably in a Federally Qualified Health Center (FQHC), community health, or other safety-net setting.
- Demonstrated success leading financial strategy in mission-driven organizations, including budget development, forecasting, cash flow management, and complex revenue portfolios.
- Proven experience with value-based care models, including capitation, shared savings, and performance-based contracts.
- Familiarity with 340B drug pricing programs, including compliance, optimization, and pharmacy operations.
- Experience overseeing non-FQHC service lines or alternate revenue-generating business models.
- Experience participating in collaboratives, clinically integrated networks (CINs), ACOs, or joint ventures with other FQHCs or safety-net providers.
