The COO will execute all internal operations and oversee internal facing teams to drive results towards TACHCâs mission and strategic objectives. This position will report directly to the CEO. The ideal candidate will have a proven track record of leadership, strategic thinking, and process optimization in a membership-based organization. Because environmental and organizational conditions change rapidly, the work involves innovation and creativity in generating ideas for quick response.             <description><![CDATA[<br><strong>TITLE:</strong> Chief Financial Officer<br> <br><strong>REPORTS TO:</strong> Executive Director<br> <br><strong>DEPARTMENT: </strong>Accounting<br> <br><br><br> <br><br><br> <br><strong>PURPOSE</strong><br> <br><br><br> <br>Responsible for overseeing the financial and accounting practices of the organization, applying accepted accounting principles and procedures to prepare financial reports/statements and ensure appropriate accounting control procedures. Ensures the smooth operation of the accounting department combining leadership responsibilities with day to day accounting duties.<br> <br><br><br> <br><br><br> <br><strong>PRIMARY RESPONSIBILITIES AND DUTIES</strong><br> <br><br><br> <ul>
<li>Establishes and maintains appropriate financial controls for the organization.</li>
<li>Develops and maintains proper accounting records, policies, procedures, and adequate internal controls. </li>
<li>Maintains financial records in compliance with accepted policies and procedures.</li>
<li>Assures proper handling, control, and accountability of the FQHC's assets.</li>
<li>Develop and maintain employee compensation records, including payroll, earned time off, health benefits, retirement, and payroll taxes.</li>
<li>Resolves accounting discrepancies and irregularities. </li>
<li>Performs bank reconciliations. </li>
<li>Reviews status of third-party reimbursement claims. </li>
<li>Prepares reports of financial information for internal use</li>
<li>Compiles and analyzes financial information to prepare monthly statements.</li>
<li>Prepares financial management reports. </li>
<li>Maintains the organization's standing with external individuals and agencies.</li>
<li>Makes certain that all financial reporting deadlines are met.</li>
<li>Ensures compliance with relevant laws and regulations.</li>
<li>Maintains relationships with auditors and auditing staff as necessary.</li>
<li>Provides records, analyses and other information required for external financial audits.</li>
<li>Supervises and trains accounting staff and assures they meet performance requirements. </li>
<li>Develops and maintains the Financial Operations Manual.</li>
<li>Manages Health Center retirement program.</li>
<li>Manages Health Center 340B program.</li>

<li>Possesses the equivalent of high level formal training in accounting, usually in the form of a major in Accounting as part of a Bachelor's Degree program.</li>
<li>Possesses a deep understanding fo the trade/profession sufficient to develop new approaches to meet the needs of the organization. </li>

<li>Proficient in the use of accounting software including the development of cost center budgets and financial statements required of non-profit organizations. </li>
<li>Creates highly complex documents in Microsoft Word, including linking multiple files and embedding objects linked to other documents. </li>
<li>Uses advanced functions of Microsoft Excel, such as to create and manage databases, including creating standardized reports, or link multiple worksheets and workbooks. </li>
<li>Develops sophisticated presentations in Microsoft PowerPoint, including the use of embedded objects, transitions, and other elements.</li>
<li>Proficiently uses accounting software in use by the organization. </li>

Under general supervision of the Medical Director and Clinic Coordinator, provides direct primary medical care and guidance to patients and/or makes appropriate referrals. <br> <br>&nbsp;<br> <br><strong>RESPONSIBILITIES: </strong><br> <ul>
<li>Develops rapport with patients; striving to build a physician-patient partnership that facilitates marked familiarity with patientâs medical and treatment history, care needs and psychosocial factors to manage patientâs risk factors and improve patient outcomes. </li>
<li>Acts as case manager and advocate for patients and families during their entry into and passage through the Our FQHC health care system. </li>
<li>Stresses the importance of preventive healthcare measures. </li>
<li>Performs other necessary duties as required by the health center to meet goals of providing primary healthcare. </li>
<li>Performs assessment histories and physical examinations on new and returning patients and families. </li>
<li>Assesses physical, emotional, psychological and developmental status of patients through appropriate physical and laboratory examinations. </li>
<li>Develops treatment plan with patients and families for problems or abnormalities and initiates implementation of the plan; the treatment plan may contain all or any of the following: </li>
<li>Diagnostic procedures including lab exams; </li>
<li>Specific therapies including pharmacological agents; </li>
<li>Preventative procedures; </li>
<li>Health education; </li>
<li>Follow-up including referrals; </li>
<li>Consultations; </li>
<li>Assesses family dynamics in relation to implementing treatment plan. </li>
<li>Communicates when necessary with patient and family including relevant health education. </li>
<li>Assures preventive health promotion and maintenance for patient and family. </li>
<li>Provides, as requested consultation to other staff. </li>
<li>Provides clinical/technical supervision of selected and assigned nurse practitioners, and physician assistants. </li>
<li>Using problem oriented medical record approach and SOAP format, appropriately records patient visits and transactions. </li>
<li>Completes chart reviews and reviews laboratory procedures in timely fashion. </li>
<li>Participates in Utilization/Quality Assurance Program (CQI) as indicated. </li>
<li>Complies with referral/utilization procedures and standards. </li>
<li>Complies with all regulations pertaining to practice of medicine and licensure in State of California. </li>
<li>Meets productivity guidelines as established by Our FQHC. </li>
<li>Oversees medical support staff directly involved in the delivery of primary care </li>
<li>Performs other job related tasks as assigned. </li>
<li>Participates in daily huddle with assigned Medical Assistant. </li>
<li>Participates in the clinical program of the organization according to the guidelines established for all staff physicians of similar training and board certification. </li>

<li>Ability to employ effective communication and clinical techniques in the supervision of clinical staff. </li>
<li>Personal and professional qualities which permit Staff Physician to work with the staff of health center in such a manner as to earn confidence and respect. </li>
<li>Ability to analyze complex information and communicate effectively both orally and in writing. </li>
<li>Ability to set priorities and make decisions on critical healthcare programs and issues. </li>

<li>Ability to stay positive and exhibit genuine compassionate patient care </li>
<li>EHR knowledge, general EHR skills; computer/keyboarding skills. </li>

<li>Graduation from an accredited medical school with a degree of Doctor of Medicine or Osteopathy, required. </li>
<li>Completion of an approved residency program as required by the position. </li>
<li>Possession of valid California physicianâs license. </li>
<li>Current, valid CPR certification. </li>
<li>Possession of Physician's Assistant Supervisory Certificate. </li>
<li>Obtain physician's clearance including tuberculosis test clearance. </li>
<li>Maintain current controlled substance registration. </li>
<li>Complete malpractice application. </li>
<li>Interact in a courteous helpful manner with patients, clients and staff. Work effectively with a diverse population and positively in a teamwork environment.&nbsp;</li>
