Position Summary

Experience

JOB SUMMARY

 

The Executive Director of the Clinically Integrated Network provides oversight, development and operational support of the TACHC clinically integrated network (CIN), and develops strong business relationships with participating health centers and internal business partners leading to the achievement of quality, provider satisfaction, medical cost, network growth, and efficiency targets. The Executive Director will partner with the CIN Board of Directors and the CIN leadership team in setting strategic priorities and goals for the CIN. The Executive Director will provide leadership and accountability for budgeting and fiscal management, manage department operations, establish the department’s administrative organizational structure and environment, has oversight for administrative policies and procedures within the organization, and is responsible for the recruitment, leadership, and development of other CIN staff. The Executive Director will work with the CIN Medical Director and other participating health center leaders to strategically align and integrate CIN goals and activities to achieve success under value-based arrangements.

 

The Executive Director is responsible for network development and provider relations, provider enrollment with payers, the CIN credentialing program, processes related to administering payor contracts, medical management functions – including care management, care coordination, disease management programs, clinical integration and quality improvement across the CIN provider network, and data analysis and reporting.

 




DUTIES & RESPONSIBILITIES

 

• Reports to the TACHC CIO in the operations and strategic planning of the CIN as it relates to budget planning, fiscal and resource planning/administration, human resources, contracting, vendor management and coordination, and negotiation of activities with other entities.
• Provides strategic leadership, oversight, and management over all aspects of the day-to-day administration of the CIN.
• Directs short and long-term strategic business plans for the CIN.
• Monitors and reports performance relative to stated goals and communicates and manages variances from the plan.
• Ensures efficient operations of CIN programs and initiatives through management and tracking of performance against Board-approved goals.
• Negotiates and executes value-based contracts with support of the CIO, CIN Attorney and Managed Care Contracting Team.
• Oversees implementation of value-based arrangements and educates CIN participants and their administrators on financial arrangements including shared risk and gain-share agreements and achievement of performance-based incentive programs.
• Serves as Chief of Staff for all CIN employees.

The Dentist at each site provides patient care by performing appropriate dental exams, diagnosing and prescribing care, carrying out appropriate dental/oral treatment, and referring individuals for specialty consultation. QUALIFICATIONS:

Graduate of an accredited dental school with a current license to practice dentistry in the State of California, current CPR, and DEA certification. Ability to work well with others in a professional manner in a team-oriented environment. The Dental Clinical Director (DCD) provides strategic leadership, vision, and oversight for the clinical services for one of the largest mobile charity dental programs in the country.

As a member of the Dental Leadership Team, the Director ensures that high-quality, best-practice, and compassionate dental care is delivered to students at Title I elementary schools in Central Texas. The DCD leads the clinical team, develops and enforces clinical standards, supports community partnerships, and ensures compliance with all regulatory and professional requirements.

In collaboration with the VP of Community Programs and the Senior Dental Operations Officer the DCD provides strategic direction for the Dental Program, including strategic planning, continuous improvement, and innovation in evidence-based models of care and utilization of technology.

Responsibilities

Clinical Leadership, Oversight, and Quality Care Delivery (60%)

·      Provide strategic direction for clinical programs that advance the mission of the Foundation to promote health equity.

·      Lead, mentor, and coach clinical staff to foster a culture of excellence, teamwork, accountability, and compassion.

·      Establish and maintain clinical protocols, quality assurance measures, and best practices tailored to a mobile care model.

·      Review clinical recommendations for patient referral to specialists who are part of the Dental Program’s Complex Care Network. Determine eligibility of patients for care and extent of treatment, balancing cost and quality of care. Assist the Case Manager in navigating treatment for referred patients.

·      Collaborate with other dental program leadership and across departments to strengthen prevention efforts, ensure quality and compliance, and maintain effective operations.

·      Work with providers and leadership to improve protocols, plan and lead meetings and trainings.

·      Oversee an $11 million budget and work with the Legal team on compliance and insurance matters.

·      Serve as a member of the Foundation Leadership Team to ensure the Dental Program aligns with the Foundation’s strategic plan.

·      Ensure the highest standard of patient-centered, trauma-informed care, emphasizing safety, dignity, and respect for diverse populations.

·      Monitor and evaluate clinical outcomes to ensure quality, accessibility, and impact.

·      Develop and maintain clinical quality assurance metrics and protocols.

·      Collaborate with the Data Analytics Manager to ensure that chart audits are being performed regularly and using best practices.

·      Provide oversight and review of requirements for clinical operation through the various regulatory boards, including the Texas State Board of Dental Examiners, Controlled Substances Regulatory Services, and Department of State Health Services for Radiation, Occupational Safety and Health Administration (OSHA), Health Insurance Portability and Accountability Act (HIPAA), and Infection Control.

·      Collaborate with and coach the Lead Dentists to ensure accurate patient charts.

Patient Care (25%)

·      Provide high-quality, compassionate patient care, modeling clinical excellence and efficiency.

·      Perform dental procedures, including prevention and diagnostic services, restorative and operative services, and educational services.

·      Prescribe appropriate medications.

·      Monitor and evaluate all Dental Program clinical services and functions to achieve consistent, uniform standards of clinical practice, including practice and treatment guidelines and protocols to ensure optimum quality of care.

·      Ensure all dental activities are performed in accordance with applicable license and regulatory standards and requirements.

Dental Program Development, Evaluation, and Quality (10%)

·      Collaborate with other Dental Program leadership to plan, implement, and evaluate programs that address community needs.

·      Partner with the Data Analytics Team to design patient feedback systems, analyze results, and develop data-driven action plans for improvement.

·      Oversee continuous program evaluation, including process reviews, performance metrics, and community impact assessments. Report findings, engage staff in improvement strategies, and adjust procedures to enhance effectiveness.

·      Monitor program outcomes related to production, efficiency, and patient care quality, implementing innovative approaches to increase impact.

·      Stay current on emerging dental research, best practices, and trends through ongoing professional development, conferences, and presentations.

Dental Program Advocacy and Partnerships (5%)

·      Advocate for oral health equity and represent the Foundation in appropriate professional, public health, and community settings. Collaborate with the Dental Program Marketing Manager to seek opportunities for sharing content expertise and broadening the impact of the Dental Program.

·      Develop and maintain relationships with all stakeholders connected with the Dental Program, including school partners, vendors, safety net clinics, and patient families.

·      Serve as the Dental Program’s representative to the community, policy leaders, media, community dentists, and national health care programs concerned with access to care issues.

·      Provide periodic Dental Program presentations to Foundation board members and external audiences.

·      Serve as a resource for the Foundation’s Community Investments team when considering strategies

Duties and responsibilities of an adult medicine provider:




Summary: Provides comprehensive medical services, including physical examination, primary care, acute treatment, preventative care, STD screening (including prescribing PrEP & PEP), immunization management, medication prescribing, Lab testing, and interpretation.




Duties include, but are not limited to, the ability to:

• Provide clinical services for patients age 18 years or older
• Participate fully in the on-call schedule

• Performs other job related tasks as assigned.
• Participates in daily huddle with assigned Medical Assistant.
• Participates in the clinical program of the organization according to the guidelines established for all staff physicians of similar training and board certification.

• Personal and professional qualities which permit Staff Physician to work with the staff of health center in such a manner as to earn confidence and respect.
• Ability to analyze complex information and communicate effectively both orally and in writing.

• EHR knowledge, general EHR skills; computer/keyboarding skills.

 

MINIMUM QUALIFICATIONS:

• Graduation from an accredited medical school with a degree of Doctor of Medicine or Osteopathy, required.
• Completion of an approved residency program as required by the position.
• Possession of valid California physician’s license.
• Current, valid CPR certification.
• Possession of Physician's Assistant Supervisory Certificate.
• Obtain physician's clearance including tuberculosis test clearance.
• Maintain current controlled substance registration.
• Complete malpractice application.
• Interact in a courteous helpful manner with patients, clients and staff. Work effectively with a diverse population and positively in a teamwork environment.
